Lado Gurgenidze, a prominent banker who served as prime minister of Georgia during the 2008 war with Russia, will serve as a Ukrainian government economic advisor, according to newly appointed Ukrainian Health Minister Aleksandre Kvitashvili, a friend of Gurgenidze. (Kvitashvili was a member of Gurgenidze's cabinet.)
“They have already spoken to Lado,” Kvitashvili said in remarks reported by Georgian media. “Probably it is going to be a coordinating council or some committee.”
He also claimed that former Georgian Deputy Interior Minister Ekaterine Zghuladze was to be confirmed as Ukraine’s first deputy interior minister. Ukrainian officials, so far, have confirmed holding a job interview with Zghuladze.
Ex-Georgian President Mikheil Saakashvili said earlier this week that he had turned down a job offer as Ukraine’s deputy prime minister.
Ukraine already has confirmed a former American diplomat, Natalie Jaresko, as its finance minister and a Lithuanian investment banker, Aivaras Abramovicius, as its economy minister. Like Kvitashvili, the two reportedly have given up their respective citizenships to become Ukrainians.
Ukraine thinks it could use a little bit of Misha — that is, ex-Georgian President Mikheil Saakashvili — to fix its dyed-in-the-wool corruption problems. And not only Misha. Several former officials from Saakashvili’s 2004-2012 administration also reportedly have been offered important jobs in Ukraine’s post-Maidan government.
One of Saakashvili’s former cabinet members, though, may indeed be contemplating a move to Kyiv. On December 2, Ukrainian President Petro Poroshenko tweeted that he had granted Ukrainian citizenship to Aleksandre Kvitashvili, a former Misha-era health minister who had been offered the same position in the Ukrainian government.
Kvitashvili could not be reached by EurasiaNet.org to confirm whether or not he has accepted the post.
Two self-proclaimed statelets that are widely viewed as creatures of the Kremlin, Novorossiya and South Ossetia, seem to be really hitting it off.
Oleg Tsarev, the speaker of the assembly representing the Ukrainian separatist entity, the People’s Republics of Donetsk and Luhansk in Ukraine, recently visited Tskhinvali, the South Ossetian capital. There, he expressed thanks for Ossetian support for the ongoing separatist campaign in Ukraine.
“We would not have made it, had it not been for the support of the Russian and South Ossetian people,” said Tsarev. Many South Ossetians have volunteered to fight on the side of the Ukrainian separatists and appear in video dispatches from the war zone. “They are heroes who will remain in our memory forever,” Tsarev told South Ossetia’s separatist leader, Leonid Tibilov.
De-facto President Tibilov said that his South Ossetia hopes to provide military assistance to Ukrainian rebels on a regular, not volunteer basis. To cement their separatist bonds, Tibilov awarded Tsarev an order of friendship during the latter’s visit.
South Ossetia also plans to strengthen ties with Moscow, the benefactor it shares with Novorossiya, through a new bilateral agreement. That pact would potentially pave the way for Ossetia’s annexation by Russia. Details of the pact, prepped by presidential administrations of Russia and South Ossetia, are unknown. But the agreement should take relations “to a qualitatively” new level, intimated Tibilov’s chief of staff, Boris Chochiyev. South Ossetian officials have repeatedly expressed desire for the territory to become a part of the Russian Federation.
Scotland’s dabbling in secessionism has been closely watched in the ex-Soviet Union, the Shangri-La of separatism. From Transnistria to Karabakh to Crimea, all eyes have been on the UK recently, in hopes that the Scottish example would change hearts and minds about claims to independence.
In South Ossetia, approaching, on September 20, the 24th anniversary of declaring itself independent from Georgia, many were inspired by the “peaceful and civilized” conduct of the Brits. Abkhazia produced a video, in which a group of people unfurl a giant Scottish flag to the sound of Mel Gibson bellowing “Freedom!” in Braveheart.
Yet with Scotland’s September-18 vote to stay with the United Kingdom these public expressions of separatist-solidarity with Scotland have suddenly fallen silent. Only Nagorno Karabakh, which itself has seen a referendum proposed as part of the solution to its differences with Baku, issued a statement, observing that “regardless of the result,” the Scottish referendum had shown that letting people decide their own fate is “the norm in a democratic society.”

Georgia and Azerbaijan are among the participants at U.S.-organized military exercises now underway in western Ukraine, while Armenia -- which was originally scheduled to take part -- is absent.
The exercises, Rapid Trident, have been held every year since 1995 and this year involve about 1,300 soldiers and are being held in Yavoriv, in Lviv province. Obviously this year's exercises are being held under very different circumstances than previous iterations have been. And naturally they are being seen by the Kremlin as yet another way in which the U.S. and its European partners are carrying out an anti-Russian agenda using Ukraine as a proxy.
For Bug Pit readers, the most interesting element of Rapid Trident 2014 is the participation of the South Caucasus states. Armenia, Azerbaijan, and Georgia have all taken part in previous versions of the exercise. Unsurprisingly, given its firm pro-West, anti-Russia stance, Georgia has taken part again, sending a platoon to Ukraine for the drills.
Also unsurprisingly, Armenia is not taking part. As a member of the Collective Security Treaty Organization, the Russia-led post-Soviet military bloc, it would be awkward if Armenian troops were training alongside NATO forces. (Interestingly, though, as late as March Armenia was still being listed as among the scheduled participants in Rapid Trident 2014; apparently they changed their minds between then and now.)

United States-led, Ukraine-hosted naval exercises will start this week in the Black Sea, ahead of NATO exercises in Western Ukraine later this month. While both exercises are iterations of annual drills and so not directly in response to the events in Crimea and eastern Ukraine, the fact that they're going ahead is nevertheless a signal of U.S. support for Kiev.
The naval exercises, Sea Breeze, are usually held in July but were put off until September this year. They'll be led by the U.S. destroyer USS Ross and also include ships from Ukraine, Georgia, Romania, Turkey, Canada, and Spain. One apparent concession to the heightened tension in the region this year: unlike in previous years, no U.S. or NATO ships will dock in Ukraine this time.
"Much of the exercise will focus on maritime interdiction operations as a primary means to enhance maritime security," announced U.S. European Command in a statement. "The other key components of the exercise focus on communications, search and rescue, force protection and navigation."
Russia's Vladimir Putin has issued an ukaz on authorizing an agreement to accept Armenia into the Eurasian Union, a planned back-in-the-USSR bloc, but this may or may not make Armenia's membership actually happen.
Armenia's membership in the Russian- championed Eurasian Union, and its already active element, the Customs Union, has long smacked of a Nordic epic song, with multiple characters and events putting the spokes in Armenia's wheel. Customs-Union members Belarus and Kazakhstan are Armenia skeptics, and generally less keen about the Kremlin's everyone-with-a-Soviet-past-is-welcome policy.
Putin's September 1 order, though, includes unnamed, "minor" changes to the terms of Armenia's membership. It is unclear if this refers to concessions on the Armenian-championed breakaway territory of Nagorno-Karabakh. Kazakhstan, with an eye to Turkic ally, Azerbaijan, which claims Karabakh as its own, strongly opposes Armenia's attempts to bring breakaway Karabakh into the Customs Union..
Recent statements by both Putin and Kazakh President Nursultan Nazarbayev, though moderated by courtesies, suggest a muffled disagreement between Moscow and Astana. Some believe that Russia's stance on Armenia and its campaign in Ukraine have contributed to the reported chill.
Nazarbayev said that he would quit the Eurasian Union if the terms of membership are changed or if the membership poses threat to Kazakhstan's independent statehood. Putin issued a reminder that Kazakhstan "had never had statehood" before Nazarbayev.
The Secretary General of the Russia-led Collective Security Treaty Organization was asked whether the group, which just finished peacekeeping exercises in Kyrgyzstan, might be able to intervene in Ukraine. That he didn't say "no" made news.
“The peacekeeping forces of the CSTO were formed several years ago and has undergone military preparation," said the CSTO chief, Nikolay Bordyuzha, in an interview with RIA Novosti on Friday. "The military personnel in its ranks are well-prepared in individual relations and equipped with all the needed military and technical means. They are ready to participate in peacekeeping operations of any caliber, as was confirmed by the results of recent joint drills in the Republic of Kyrgyszstan."
And he added that it would have to be a decision made jointly by the other CSTO members, which include Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan. “Deployment of the CSTO peacekeeping forces is within the jurisdiction of the Council for Collective Security of the Treaty, the supreme body of the CSTO consisting of the members’ heads of state. With their joint decision and in accordance with existing agreements, the peacekeeping forces can be deployed within and without the territory of member states."

The United States is preparing a military aid package of about $35 million to help Georgia, Moldova, and Ukraine defend themselves against Russia.
The money would be part of a much larger, $1 billion European Reassurance Initiative that the White House announced about two months ago. Part of the plan, as announced originally, would be to: "Build the partner capacity of close friends such as Georgia, Moldova, and Ukraine so they can better work alongside the United States and NATO, as well as provide for their own defense."
At a recent Congressional hearing on the Initiative and other Pentagon funding programs, U.S. officials gave a little more detail about how that $1 billion would be apportioned. And they revealed that the largest amount of money would go to bolstering the presence of U.S. troops in Eastern Europe. From the testimony (pdf) of Deputy Secretary of Defense Robert Work:
Approximately $440 million will go to increase the U.S. military presence in Europe by:
• Enabling rotation of elements of an Army armored brigade combat team into Europe;
• Providing additional funds for expanded naval deployments in the Black and Baltic Seas;
• Augmenting NATO’s Air Policing mission; and
• Either temporarily delaying withdrawal of Air Force F-15C aircraft from Europe or increasing aircraft rotations to Europe.
And most of the rest would go to NATO allies in Eastern Europe:

A Black Sea-wide naval cooperation program in operation since 2001 is "frozen" due to the war in Ukraine, Russian media has reported. Given that the participants in the program, BlackSeaFor, include Russia, its post-Soviet foes Ukraine and Georgia, and NATO members Turkey, Bulgaria, and Romania, it's probably more noteworthy that the program hasn't been canceled altogether. But anyway, Russian military sources have told ITAR-TASS that they managed to thwart Ukraine's efforts to kick Russia out of the organization:
"The Kiev authorities' attempts to garner the BlackSeaFor member-countries' support for its anti-Russian initiative failed. No BlackSeaFor state has upheld this initiative," the source told ITAR-TASS on Friday.
“From May to June the Ukrainian authorities were sending their envoys to Bulgaria, Romania, Turkey and Georgia for holding talks with their military and political leaders. Ukraine’s staff in Sofia, Bucharest, Ankara and Tbilisi were running around government offices. However, the attempts were vain,” it said. “The BlackSeaFor countries’ position was to preserve status quo, i.e. the existing format with Russia’s participation.
Ukraine was informed about the BlackSeaFor member-states’ view to freeze the organisation’s activity until the situation in Ukraine normalises,” the source said.
